Black Sterling cleaning?

I find lots of sterling items when I'm beach hunting like rings, toe rings, earrings etc. The problem is, they're almost always dark brown to black due to the length of time they have been buried in the salt sand. How do you restore back to the shiny silver color? I haven't had much luck doing it.
 
I soak black silver in tarnex then silver cream.
Silver will always clean up , I will use a toothpick while soaking for chunks
 
I use “Connoisseur’s Jewelry Cleaner”. It’s a chem dip, found at Target. I’ve used it on heavily tarnished Kennedy half dollars, 30 second dip and they come out looking shiny and uncirculated.
