It seems to be the right size and shape for a 1920's shoe buckle, perhaps?
 
I would say plated copper.
Not sure what it is though?

Old brass, always looks like copper from the dirt, because on the surface, the zinc is leached out, leaving only copper to see...

A little history and more info. This site is an 1800's good rush homestead. Most of what I find is 1940's. The item is definitely silver plated. The contrast makes it look otherwise. Unless the metallurgic expert knows something I don't. Thanks for all the guesses. I have found female personal items and plenty of horse tac. All good guesses. Thank you for everyone's input! HH!
