Button ID help

I was looking through some finds tonight and found this button I had forgotten about. Stupid thing is I'm not even sure where I found it! I'm sure it's a PA find but don't remember exactly where! Cleaned it up best I can. Tried taking a few pics. Rubbed a little baking powder on it to try and see more detail. Kinda looks like an eagle or bird of some type with a crown or sunburst or something above it. Can't believe I forgot about it. It's driving me insane that I can't remember where I dug it! Thanks for the help!

The first thing that came to mind is that Poland uses a Bird with a Crown above on coins etc...

For me that horizontal lighting trick your using works better on a blank white sheet of printer paper.
Then camera has nothing else to try to focus on except the button vs the texture of a paper towel trying to draw its gaze.
