Victorian Belt Buckle?

Found this buckle of sorts in a creek bed. I'm having a hard time nailing down what type of buckle. It's like a 32nd inch thick, so very thin, so that doesn't seem much like a belt buckle. It's large, measuring 3-1/2" tall by 2-3/4" wide, so probably not a shoe buckle or a hat buckle. Horse tack? I believe it used to have two prongs as there are swing indentations or grooves for two rather than a single prong. There is no writing or design inlaid into the brass or bronze; it's just flat metal. The ornate shape tells me victorian era, and the town does date back to 1854, with a Fort dating to the early 1820's. Any ideas?
