What's this?

When I first saw this in the hole I thought that it was some kind of a rifle cartridge. Upon removing it I saw that it was heavy what appears to be solid brass. I found it where there used to be a housing development during WWII. As you can see part of it wasn't brass and has almost rusted away. Any ideas?

With the top being mushroomed like it is I would go with an old chisel of some sort.

If it has a hollow spot through the the center it could be an old "pea shooter" a trim carpenter would use them to put small trim nails in tight spots

It's an Oiler for a rifle. Sometimes they went into a trap door in the buttstock.
