Back in the 1800s Taiwan's beaches and streams yielded large quantities of gold. By the end of WWII, however, the easily accessible deposits had mostly played out. And following the recovery of Taiwan by China after the Japanese defeat, nneither the new government nor the new business/industrial classes showed any interest in searching for new deposits.
