“Fish Whistle”??

Need some help with this one. Seems to be a whistle and appears to have a fish tail. Any ideas as to what sort of whistle and age? Found on 1900 home site. Thx.

Maybe a mermaid whistle?

A fish whistle is something entirely different, trust me..
