Can't tell from the picture, is the indentation the same on both sides? Both sides the same? It appears to have slots for some type of wrench.

Can't dismiss any of the previous ideas so here is one more.
Maybe whats left of an antique golf divot tool, single prong.
Could have held an advertising plaque for sure.
