What is this?

Any ideas? This piece is made out of brass 1" long x 1/2"x 1/2" and partially threaded on one side.

I have no idea...
But it looks like some sort of prehistoric snake head...

a clamp or a seal. Not old - i give it 100 years, maybe at best...
