I don't hunt lakes but I have fished many with thick milfoil. Maybe it will grow back when the water gets cold? Until it freezes you could use waders or a wetsuit. I do hunt areas with thick grass in salt water. It is a pain but you can still find things by swinging through the grass and digging. It comes out in a plug and you have to break up the clod by hand. A sifter would help. They do make rakes for removing milfoil but you might want to get permission first before getting in trouble. Good luck.
