Can anyone help date this fork? Found it at a 1860s home site but I am sure its post 1917. The back shows Community Plate

Also is it worth cleaning? If so, what will bring it back to life

Can't help with ID, hope somebody can. May be the prettiest fork I've seen found. Looking at the design I'd definitely think late 1800's. I dig it! Shame they're not more collectable. Nice find indeed.
