It almost looks like a war coin. My mom speaks Ukrainian and she said it says "Victory over Fascist Germany"

It's one of the numerous Soviet commemorative roubles. 20th anniversary of ww2 victory.

Voriax is right.

It says - 20th Anniversary of the Victory over Fashist Germany (1965) on one side.
And - USSR One rouble - on the other.

The statue of Russian soldier with German girl on his hands is in Treptower Park in Berlin.
