Nautical Items?

I worked one spot for 20-30 minutes to retrieve these things...they were camaflaged by pennies, and I might have left some behind. I think they’re aluminum, no sign of how they could have been hung or mounted. Does anybody have any idea what they are? Aluminum beach toys? The pull tabs are for scale.
