No Clue on This One.

I found this item in a school built in 1917. The bottom has like two threads so it connects to something. There is a oblong hole in it with a piece on top that looks like it swings over the hole but it's "frozen" in place. It measures 2" across. Embossed on top- Patented April 30 1861 Sept 189?, Joseph W Ross, Boston Mass, Reissued March 8 1864?

Ink well could be. I was thinking an old key hole cover. But not sure of the hole size.
