Should this horse be cited for no seat belt ??

Seems to me like a very dumb idea. However I dont see where that truck is doing 70mph.

I wouldn't go 70mph down the freeway like that, but I have seen many horses transported in the backs of open pickups before. It used to be quite common.
Right now I have a client with a mule, and he warns you about leaving your tailgate down when that bugger is loose in his yard, because he'll hop right in.

that seems like it would be stressful for that horse, at least with a horse trailer they are enclosed and should feel less uneasy.
