But talking to kids is not a crime by itself, and again, only your initial investigation would reveal this, so again, you don't have the authority to request an ID in NJ unless legally warranted. He wouldn't be obstructing unless you had PB a crime had been committed. :/
The guy could have fondled the kids before anyone got there for all we know. So part of that investigation, besides talking to the kids, is to identify the suspicious man which was the reason police were called there in the first place. That can't get more legally warranted.
