well it doesn't suprise me that ISP speed sucks with AT&T mine was rated F nationally and F+ globally my numbers ping 42 download 1.31 upload 0.32

Yeah, I also have ATT&T DSL and the speeds pretty much sucked!
But they work for me for now!
I guess Chrome really is faster then FF, well the Upload speed anyway

Mine is Ping - 9 DL - 15 UL - 4
This is plenty fast for me as I no longer do any gaming.
I see the Steam Icon open at the bottom of your desktop, so you would obviously benefit from the increased speeds.
Your Ping is pretty high for online gaming though.

Are there "Industry Standards" or expected/excepted levels for ISP speed??

Your speed should match (or be dang close) to the speed you are paying for.
