How big is it? Is there a third 'slot' in it that we're not seeing due to heavy corrosion? Honestly reminds me of a steel flipper / slotted spatula. But may be too small for that.

Hard to tell..
Try tapping it with a hammer and knocking of a bit of the crud.
Shoot us another picture or two, front and back with something to tell what size it is.

Looks like a 3 bar steel slide buckle, probably part of a shoulder strap
Perhaps from a football players pads...

That’s what I first thought of. Found a number of those but those side “pieces” and maybe the main tab rusted/broke off...
