Is this part of a US civil war powder flask?

Needing help to I.D. This.
Found in an old park, assuming machinery chewed it at some point. This is all I could find.
I can see many photos of powder flasks with the eagle and shield but if this is in fact a flask top then the eagle seems to be the wrong way up compared to every other photo I've seen.

Any ideas will be very welcome.

Way cooler than a powder flask...
Everyone had a powder flask, but only a few had dress uniforms.
