Pretty sure it's the base of a French 75mm cannon cartridge case. Most likely for the model 1897 cannon. MGM is probably the manufacturer: Manufacture Generale de Munitions, Bourg-les-Valence, France.
Rest is harder to decipher, probably batch and material codes.

Thanks Voriax for the clue
I have other infos.
75 DE C = 75mm DE CAMPAGNE (=75mm Fieldgun)
18= 1918 (year of case production) BX = Société Bendix, Clichy (supplier case material)
MGM = Manufacture Générale de Munitions 405L = lotnumber
Size of case 75x350mm
