Found this guy on lot dating to turn of century. It appears to have had some sort of decorative top which is broken off. Threaded on bottom and the holes on side go all the way thru item. Thanks for the help!

could be the stem from a petcock valve. Could what you call decorative be where someone has chewed the oval handle off by using pliers to turn it? the pin in the side would hit stops to allow a quarter turn and the threaded bottom would allow for a compression spring to keep pressure wedging the stem down into the valve body.
