Here's a picture of the bottom of it. If you look closely it appears to be a one stamped up in there. Not sure what size a tootsie toy was since I'm not old enough to ever have had one so I'm going to post a picture of a quarter next to it for size comparison.

Size, axles, and the way the axles clip to body look right for a Tootsie.
I don't recall any that were painted more than one color. And I think they used to say Tootsietoy on the bottom.
