Default Crotal Bell?

Anyone seen one of these before? Am I correct in thinking its a crotal bell? There is no clapper inside.

Looks to be a copy of an Aztec/Mixtec mask bell. See the bottom of the page. I believe these were worn on the ankle when dancing.
