Correct me if i'm wrong. Those were tokens that could be stamped with anything you wanted at carnivals, if I remember right. All kinds of variations have been posted here in the past. Cool find.
 
X2^^^ There was a machine that you put your money in and could select each letter, there were a few different styles but most had the "good luck" in some form. I know they were from at least the 50's carnivals and fairs. I'm not sure how many are still in existence, but I'm sure places like Coney Island, and older theme parks might still have some.

From around 1938 - 1985 these machines were all over amusement parks and other places. You can still buy the blanks. I have found many underwater.
