Help with coinstar find?

So Amanda checked the coinstar at walmart the other night and found THIS. I have absolutely no idea what it is. I looked up other Arizona tax tokens but they all look copper. This one looks silver. Anyone have any idea what the heck it is?

Definitely an Arizona tax token, I have found one years ago that is also silver in color being aluminum, I dont believe they are made of copper. Great find.
