2” tall and 1.5” wide at the widest part, has threads on the small end and it’s hollow. some markings on it and some blue stripes.

Salt and Pepper shaker.
Or should I say Salt OR Pepper shaker.
I know these are silver and more ornate, but something along these lines...

When you say hollow, I assume that means a hole on the large end.
I would guess its the "mouthpiece" from a musical instrument:yes:
 
Thanks for the input guys, looks like it could be any of the above suggestions but after doing some google searches the closest I can find is salt shaker. I’m still open to suggestions and will keep searching.

It's not a salt shaker. I'm attaching a few Civil War inkwells for comparison.

Specifically, I think it is a Mid-18th Century Dutch Salt-glazed inkwell.
