Possibly from a hairbrush with a celluloid head,
maybe a cake knife or server where the blade was made of a different metal and rusted away.

You might be able to track this one down.
There are websites dedicated to helping people find missing pieces cutlery to fill out their vintage dinner sets.
Try searching for handles with similar patterns.
One of the members, I forget who, was able to date a nutcracker he found like that.
