Civil War Item???

I found this item the day I found the Read Shell in VA along with other items in a CS camp.
Any idea what this is???
It has a brass top that has a hole in the top of the brass and a hole in the side of the brass. The brass is embedded into "stone" or a mix of stone/lead/metal (not magnetic)that almost appears porus but is not. There is a hole in the bottom of stone/lead/metal end but it does not go through to the brass completely...
It reminds me of an airstone for a fish tank but it's definetly not...

Fuse?

Could it be some type of fuse? Like the burning element has to seep through the porous material and it does it in a steady and measurable and repeatable way? My only guess.

The hole does not go through the brass and through the stone... I am clueless on this thing... The top brass end hole looks as though it may have a couple turned threads inside the large top hole. It is heavy also...
