Extra Quality gilt button

I found this today with a few older Wheaties.
It is 14.7 mm and says EXTRA QUALITY.
Could it be military, and if so, pre 1900?

I also found out that Scoville used the Extra Quality backmark on mine in the 1860's
This tells me it is in fact Civil War Naval!!!
Now to try and determine which type...
