See if you can verify the writing along the sides. I read the top as 1 Nov, 1870. Along the left side it says "Made only by" And on the right side I can make out the name "Smith". I looked up patents for that date but didn't see an exact match.

some sort of buckle, they have other patents from the same era that deal with improvements for various suspenders, buckles and so on.
