Antique Pencil Sharpener

Thought maybe the experts here could help me with the year. Also any information about it. I found a image of it online but no info on it. Just thought it was neat. The wheel and mechanical arm turn freely . But im wondering if something is missing that maybe used to grab and turn the pencil to sharpen it.There are 2 little wheels on top . the big wheel has a groove like maybe a belt would fit in it and maybe go up to the top wheels. Maybe the wheels are just to look neat not sure . This is why i have come to the experts. thanks Mike

Thanks. Something neat for the MD finds shelf. Rang up 30-31 on nox . Thought it was a quarter.
