Please ID and age

I am pretty sure that this is a file/rasp and some sort of horse tack, like a buckle to a bridal or something. Is there any way to tell how old it is?

There's no way to date things like that, mostly because they have been in constant use for as long as shod horses have been on the continent, and still are.
Even the amount of time required to rot the leather off the buckle can vary greatly depending on the environment in the area where you found them.

Man, if I had a nickel for every one of those buckles I've dug, I could afford my 17" coil.
