Help Identifying Old Copper Coin

I found this in a field earlier this year and thought it was a corroded large cent. after regular attempts at cleaning it failed I decided to try hydrogen peroxide. I didn't notice much of a difference but after letting it dry I took a toothpick to it and a little detail began to shine through. I can almost make out the letters "PG" near the bottom and "ART" near the top. There's writing along the edges and there appears to be milling as well. The cleaning process also gave it an interesting gold luster.

Pretty toasted but seems to have just enough details to ID it.

Size??
Is it the Exact same as a Large US Cent?
Or closer to a British Half penny?

Weight?

First guesses are: British or other colony half penny
other Foreign coin
US cent
Early State coins (half penny value).
a commemorative coin or metal

I see the 'PG' & 'ART' on one side but the other side also has some letters. Can you make out any?
Also looks like maybe 'III' or 'H E' after the 'ART'.
