It has the number 408 at the bottom of it.

The way it's weighted on one side, and has a keyway, I'm leaning towards a flywheel from a small hit or miss engine.

Just a guess.
 
Counterbalance or harmonic balancer of some sort, by necessity heavier on the one side, which is keyed to be sure it's placed correctly to prevent an engine from shaking like crazy. Often on the opposite side of the engine from the flywheel.

That's kinda what I thought. The different shaped holes are rather odd though. :?:
