Thanks to the patent number, I found out what this scary zipper like thing belongs to:

It belongs to a sanitary belt :

Part number 11. The clip was all in one piece in the ground and the metal started falling apart when I removed it. I lost one piece but I know what it looked like.

Weird. Anyone know anything about these? They look so medieval!
