Very small Gold Rush Wreath Buckle

Found this today. It has "stars" and other pattern designs on it. Diameter is about the size of a nickel.

We usually refer to those as sash buckles, but they most likely were not used for that purpose. I think they are civilian and most likely were worn by a lady. As you can tell, they would never stand up to military activity.
 
One in use, slightly larger
late 1850s-early 1860s

So, probably a woman's wreath buckle? From its size I thought it might go on a hat or smaller dress item.
 
Could also be a child's
Collection was recovered from the Steamboat Arabia that sank in Missouri River in 1856
