I cant tell what its made out of but the size and shape reminds me of a metal ring or grommet that goes on old metal electrical conduit. Seems I remember them having some sort of tightening ring on them like that , though yours isnt round any more.

That is part of an umbrella. I find them all the time. Must of been popular in the late 1800s

The one short notch, and variations in the other notches lead me away from an umbrella part...

But it could just be dirty and bent...
