While I cannot do my own testing as I don't have the pointer myself, I did manage to scrounge quite a few test videos that other people have done:

There were a few other videos, but they were for the Wader Li model (orange body), and I wanted to stick with the exact model you have.
It's worth noting that with these videos, the pointers were tested with NO protective cap in place. I doubt the cap is what is causing your lack of sensitivity, but I wanted to mention it nonetheless.
Given all that, I'm almost positive that your particular pointer is defective, especially considering its non-reaction to the foil.
A friend of mine also has the same wader model as yourself. I'll get in touch with him and see if maybe he can squeak out a quick test video to compare with.
