Identification Help - "Property of the Plant System, Savannah, GA"

Hello,

Found this long ago in Savannah. It says, "The Property of the Plant System, Savannah, GA" and "Please return this holder with both special card checks as soon as possible."

The piece is around 3.5 inches wide. The only thing I've been able to find on this is that the Plant System is the old railroad system from 1800's.

Anyone? Come on...

Someone has to have some kind of idea of what the heck it could be... a pallet placard?
 
Card check (also called majority sign-up) is a method for American employees to organize into a labor union in which a majority of employees in a bargaining unit sign authorization forms, or "cards," stating they wish to be represented by the union.

Perhaps your find is part of a holder/collection box for the cards used in an effort to unionize The Plant System at some point in history. :confused:
 
wow, thanks Napp, that really is great information! (have been trying to figure out what special card checks are for a while now!).
