Default Alphabet Rock?

The other day I found this along the railroad tracks.
The formation is not raised, it is somewhat recessed so I do not think it is any type of insect crusties.
I did scrub the rock with a nylon brush and nothing came off so I think it is very old.
Any ideas?
Could this have been meant for me (Letter M for Matmit?)

Are the "letters" incised into the rock or are they above the surface? Almost looks like something weathering OUT of the stone.

They are primarily recessed, but have "internal" rises if that makes sense.
If you had it in hand, you might be able to tell more about it.
It is just very unusual
