I find this perfect circle on really new looking coins it bugs me I don't know what it means I assume something with the mint or vending machines.

For real and do you know why?

I'm not positive but it sure looks like it to me. You put the coin in and turn it in a complete circle to get the gumball.
Some kid might have bent or burred up the mechanism trying to get a stuck coin out and the next one that went through got a circle scraped on it.
 
Yep on the coin machine! KT sees many halves during CRHing that have similar circular markings...and in His Royal Memory He does not recollect any vending machine taking halves, so the assumption of a coin rolling machine doing this damage is reasonable. That's the history they have in common...going through the mechanical rolling process.
