The pins on each end make me think it could be a hinge. Just a guess

Looks like a hinge, that also doubles as an assist handle really..

Also looks super heavy duty, whatever it was from...

It would make a fine submarine hatch hinge... very heavy duty brass stuff makes me think nautical of some sort. But I really have no idea. Neat item!
