We've always called those "Batwings" and were attached to the leather end of the Carbine Sling.
This was the leather sling that crossed the shoulder and secured with the carbine sling buckle. It was used to hold the roller buckle assembly which was attached to the carbine...for those mounted/cavalry soldiers.
Not to be confused with the gun sling.
