Knife or Scalpel?

I originally posted this in on the stories/finds board thinking it was a knife, but now Im not sure.

There's an old jail from the 1800s in my town that sits on a hill next to a creek. Back in 1874, a group of men on horseback broke into the jail and murdered all 8 or 9 inmates and left their bodies in a fence in area behind the jail. They were moved the next morning to a cemetery and buried in unmarked graves.

Today I decided to go to that creek behind the jail and swing the AT Pro around. Found this and I originally thought it was a knife with a broken off blade, but now I've had a couple different people mention that it might be a scalpel. Anyone have any idea?

Is there any way to clean it without completely destroying it?
