Found this buckle at same site I found union infantry buton earlier this season. I realize that most military buckles were of brass, could this be maybe from a strap that secured cargo? Any thoughts?

It looks to me like the back off an old pad lock.

That was my first thought as well. I am including a picture of a padlock I found last month at the Union campsite I am working for comparison.
