Whistle 10 ?

Found this today about 6" down - first thought it was just a piece of aluminum until i noticed writing on it. it was so crusted, i had to use my dremmel tool with a brush attachment (probably the wrong thing to use, but all i had)

it says WHISTLE at the top
the # 10 in the middle
and at the bottom is has C - B - W

Any ideas?

it may be from the Cincinnati Brass Works, they made whistles

drink token for whistle soda from crown bottling works?

I looked up Cin Brass Works too...if this is a tag from one of their whistles it's old as heck. they changed their name in the late 1800's to Lunkenheimer....

captive bred wildlife tag for animals?...i'm reaching here...
