Objects found by metal detectorists in Norfolk declared treasure trove

"items declared treasure trove at inquests yesterday"

Hopefully this is not a stupid question, but what does that mean?
 
I believe thats where they can be bought by siezed by the courts and a value put on them then museums offerred to buy them, if they dont want them they can be returned to the finder, if they do want them they pay a fair market rate and the money is shared between the finder and the land owner

In britain its normally if they are more then 300 years old and made of more then 10% precious metal
