It looks like you should do some electrolysis to get rid of the rust.

^^^^That's what I would do. But it does resemble the broken off upper half of a flintlock hammer. Just might be. GL and HH.

Looks more of a percussion lock hammer to me

It's definitely a percussion hammer. Did you do the electrolysis? It can probably be identified once cleaned up
