How can I clean this, if at all?

This was found in saltwater, and I'm 99.99% sure it junk bling, but how would you go about trying to clean it? I'm guessing the post is sterling, as it's clean, but the rest of it.... well, you can see for yourself.

I had to hammer iron off my walking liberty gently with O I can't rember what.
But I did some poking with plastic toothbrush handle.
