Found this near a train bridge that spans across the Connecticut river.
The locals used this area as a local dumping spot for many years. So dating the item could be difficult.

I feel like I have seen that before. The only thing that comes to mind is the top off a powder flask. But that is just a guess, not a definitive statement.:?:
 
Being an electrician, it doesnt look electrical.

The large hole looks like that was the pivot point, with the smaller holes perhaps for a spring return, like a throttle part.
 
I think I've seen similar identified as a train conductor's ticket thumb punch... From the early days of railway..

Could be way off...

Hmmm, maybe as was said, a latching device or at least part of one. Similar to what you see on the back of tractor trailer doors or train doors. Once it's latched, a security seal/wire is secured to the two smaller holes. Doesn't actually lock the door but lets you know if the latch has been opened by unauthorized folks.
 
Steam whistle part, steam valve?

Just guessing...

Looks like it was operated via cable linkage?
